BUSINESS ANALYST II
STATE OF MAINE JUDICIAL BRANCH
LOCATION: Capital Judicial Center, Augusta
GENERAL SUMMARY
The Business Analyst II will provide direct end-user customer support for all assigned applications issues. Additionally, the BA II is responsible for managing and providing oversight of customer support issues to ensure timely resolution, high customer satisfaction, and continuous process improvement. Participation in requirements gathering processes and system testing is expected. Additionally, the BA II will be required to support the Senior Technology Business Analyst as needed. This position is critical in supporting the Case Management Systems for the Judicial Branch.
Another key area of responsibility includes Technology Training. In coordination with the Senior Technology Business Analyst, this role will include the design and development of training plans and materials, the delivery of training sessions and presentations, and administrative and logistical support.
The incumbent is supervised by the Senior Technology Business Analyst and works closely with the Office of Information Technology (OIT) staff and Court Operations. Statewide travel and non-standard work hours may be required.
Salary Range:
Starting pay is $37.38 - $39.24 per hour. Plus 5% Retention Stipend
Grade 17 - $37.38 - $50.06 per hour.

Responsibilities
ESSENTIAL JOB FUNCTIONS *
•
Business Analysis
•
Provide management and oversight of applications issues.
•
Resolve all assigned application support issues, in accordance with established priority timeframes.
•
Performs quality assurance testing of Judicial Branch applications.
•
Serves as a “liaison” for Judicial Branch personnel and the Office of Information Technology (OIT).
•
Assists technical staff by providing technical support.
•
Participates in various ‘User Group’ sessions to include, but not limited to the following: Court Operations, Financial, Criminal Process and Family Division. Duties may include facilitation of meetings.
•
Identifies opportunities for improving business processes through information systems and/or non-system driver changes; assists in the preparation of proposals to develop new systems and/or operational changes.
•
Reads and interprets case management systems and functional technical literature and translates in terms understandable to the end-users.
•
Researches and prepares statistical reports using data from court computer systems and internal surveys. Consolidates information into cohesive and understandable correspondence or other written form for use in management decision-making.
•
Assists in developing an overall change management strategy for the court system.
•
Conducts change impact analysis to assess the potential implications of changes and documents court business rules, functions and requirements. Assist the Senior Technology Business Analyst.
•
Assist in compiling system requirements for application enhancements and defect resolution. Work may involve assisting with use case development and other requirements gathering documentation.
•
Assist in reviewing proposed and new legislation for impact to systems, forms, and manuals.
•
Assist with coordination with Court Operations staff on case processing procedures; ensuring they are supported by application functionality.
•
Assist in coordinating with Court Management to ensure all forms development and revisions properly integrate with the information systems and business process.
•
Assist with intermediate project management and program coordination for statewide technology rollouts.
•
Help to serve as a bridge between the business problems and the technology solutions.
•
Training
•
Accepts responsibility for the effectiveness of the OIT training function.
•
Assists in the development of training curriculums, including training manuals and supporting documentation for technical training programs.
•
Reviews and approves of any updates to training materials
•
Assists with development of training class schedules and tracks attendance.
•
Handles logistical arrangements for all technology-training activities.
•
Provides Quality Assurance testing of training materials including the manuals, handouts, training databases, and presentation tools prior to delivery of training program.
•
Develops various training media to include on-line help features, training videos, and other training resources as required.
•

•
Demonstrated ability to quickly learn and understand MJB applications and business practices and policies.
•
Demonstrated customer service experience with proven track record of customer satisfaction.
•
Proven ability to troubleshoot, diagnose and resolve identified application issues.
•
Ability to prioritize and align work in order to meet the business needs of the MJB.
•
Ability to communicate with oral and written instructions in the use of automated systems to system users.
•
Ability to prepare and present detailed information to large groups of people.
•
Ability to organize work, training programs, and materials.
•
Ability to establish and maintain effective interpersonal relationships.
•
Ability to work independently and/or work in a project team.

EDUCATION REQUIREMENTS
•
Associate’s degree from an accredited university. Bachelor’s degree preferred.
•
Experience with business analysis and technical support is required.
•
Experience in developing and delivering training programs, and application support is preferred.
•
Substantial expertise in the use of word processing, spreadsheets, e-mail, and other office automation tools.
•
Knowledge and experience with court manuals, court rules, and forms.
•
Knowledge and experience in the operation and procedures used within the courts and in implementing changes to them.
•
Knowledge and experience in developing and delivering training programs, technical in nature, to individuals and groups.
•
Knowledge and experience with court case management and financial systems is preferred.
•
Knowledge and experience in Court Operations is preferred.
