About Sustainability & Environment Cluster (SEC)
The Sustainability & Environment Cluster (SEC) is a part of GovTech’s Government Digital Transformation team, where we support the Ministry of Sustainability & Environment and its statutory boards — such as National Environment Agency — by developing digital solutions for weather and climate, public health, sustainability, and environmental protection.
National Environment Agency (NEA) is driving Singapore’s public health and environmental sustainability efforts through digital transformation — making our licensing, enforcement, and service delivery systems more accessible, user-friendly, and impactful. From streamlining licensing journeys to designing citizen-facing services, our digital products touch the lives of Singaporeans, businesses, and government officers alike.
We are seeking a dynamic and strategic Senior Product Manager to lead our product team. The Product Manager will collaborate with cross-functional teams to drive product innovation, ensure market fit, and deliver exceptional value to our customers.
As a Senior Product Manager specializing in Regulatory Licensing at GovTech, you will lead the development and enhancement of digital products that streamline and modernize regulatory licensing processes for government agencies and citizens. You will be instrumental in defining product vision, strategy, and roadmap to deliver efficient and user-centric solutions.
[What you will be working on]
•
Lead the end-to-end product lifecycle for regulatory licensing platforms and services, from discovery and ideation to launch and post-launch optimization.
•
Conduct thorough user research, market analysis, and competitive benchmarking to identify needs, pain points, and opportunities within the regulatory landscape.
•
Define clear product requirements, user stories, and acceptance criteria, ensuring alignment with strategic objectives and technical feasibility.
•
Collaborate closely with engineering, design, legal, policy, and operations teams to drive product development and ensure successful delivery.
•
Engage with government agencies, industry stakeholders, and citizens to gather feedback, validate solutions, and foster adoption.
•
Develop and maintain a comprehensive product roadmap, prioritizing features and initiatives based on strategic impact and resource availability.
•
Monitor product performance using key metrics, analyze data to identify trends, and iterate on solutions to continuously improve user experience and efficiency.
•
Act as a subject matter expert on regulatory licensing processes, identifying opportunities for standardization, automation, and digital transformation.
•
Mentor and guide junior product managers, fostering a culture of product excellence and innovation.
[What we are looking for]
•
Bachelor’s degree in Computer Science, Engineering, Business, or a related field. A Master’s degree is a plus.
•
Minimum of 7 years of experience in product management, with at least 3 years focused on regulatory, compliance, or government-related digital products.
•
Proven track record of successfully launching and managing complex digital products from conception to retirement.
•
Strong understanding of regulatory frameworks, licensing processes, and their impact on government operations and citizen interactions.
•
Excellent analytical, problem-solving, and decision-making skills with a data-driven approach.
•
Exceptional communication, presentation, and interpersonal skills, with the ability to articulate complex concepts to diverse audiences.
•
Experience working in an Agile/Scrum development environment.
•
*Ability to thrive in a fast-paced, dynamic environment and manage multiple priorities effectively.
•
* Familiarity with government digital services and a passion for public service innovation.
