Description of Work
The Facility Compliance Consultant II supervises team members and coordinates nursing home survey activities across the Western North Carolina region, including Mecklenburg and Cabarrus counties. The position conducts standard and abbreviated surveys to determine compliance with federal and state requirements and provides coaching and guidance to staff on survey practices and compliance decisions.
The consultant ensures surveys are completed accurately and within required timeframes while supporting consistent application of regulatory expectations. Work contributes to reliable compliance determinations that strengthen quality and safety within licensed nursing facilities.
This role is home‑based and requires regular on‑site inspections averaging three days per week, with occasional weekend and night‑shift assignments.
Key Duties Include:
•
Supervise survey team members and coordinate their day‑to‑day and weekly survey activities.
•
Conduct standard and abbreviated nursing home surveys to determine compliance with federal and state requirements.
•
Coach, guide, and develop staff on survey processes and compliance decision‑making.
•
Perform on‑site nursing home inspections an average of three days per week across assigned counties.
•
Complete surveys during occasional weekend and night‑shift assignments as required.
•
Review observations, interviews, and documentation to support accurate compliance findings.
•
Coordinate survey schedules and ensure completion of required regulatory activities within established timeframes.
•
Communicate survey findings to nursing home personnel and clarify compliance issues identified.
•
Apply federal and state compliance criteria consistently when determining deficiency scope and severity.
•
Maintain organized documentation of survey activities according to regulatory protocols.
Knowledge Skills and Abilities/Management Preferences
Salary Grade Range: $57,983.00 - $101,470.00
Recruitment Range: $57,983.00 - $95,284

Expert‑level experience supervising survey team members, including coordinating survey activities and providing coaching on compliance decision‑making.
•
Advanced proficiency conducting standard and abbreviated nursing home surveys using established federal and state requirements.
•
Demonstrated experience reviewing observations, interviews, and documentation to produce accurate and defensible compliance findings.
•
Proven success composing technical survey reports with clearly written deficiency statements and compliance determinations.
•
Strong clinical experience supporting assessment, care planning, and care delivery processes relevant to long‑term care compliance evaluations.

About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
About the Nursing Home Licensure and Certification Section:
The Nursing Home Licensure and Certification Section of DHSR regulates nursing homes in North Carolina, including combination homes that have both adult care and nursing home beds. Those receiving Medicare/Medicaid undergo routine federal inspections every nine to fifteen months, conducted by trained healthcare professionals. Surveys review many areas of care and operations, including resident rights, quality of care, staffing, safety, infection control, and emergency preparedness.
The section investigates roughly 3,000 complaints each year, notifying complainants of the findings. When inspectors identify issues, they issue a Statement of Deficiency. The nursing home must submit a correction plan and may face penalties. Inspectors return to ensure all problems are resolved.

Minimum Education and Experience Bachelor’s degree, preferably in a health or human service related field from an appropriately accredited institution and four years’ experience in surveying, clinical and/or administration of a program in a related health field; or an equivalent combination of education and experience; or Master’s degree in a health or human services related field from an appropriately accredited institution and two years’ experience in surveying, clinical and/or administration of a program in a related health field; Minimum Education and Experience – Laboratories Bachelor’s degree in medical technology from an appropriately accredited institution and four years of laboratory experience preferably with exposure to all laboratory branches and one to two years supervisory or comparable experience; or an equivalent combination of education and experience.
