ORGANIZATIONAL CONTEXT:
WFP operations Yemen are conducted in a highly complex, volatile, and high-risk operating environment. Protracted conflict, severe economic deterioration, currency instability, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. Within these areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, high inflation, and heavily disrupted livelihoods leave millions unable to meet their basic food needs.
Purpose/Background:
To deliver high-quality, accountable, and risk-informed assistance under these protracted emergency conditions, the Mukalla Field Office requires a dedicated National Programme Officer (NOB). The purpose of this role is to provide operational middle-management leadership, drive programme compliance, actively manage partner field performance, and ensure the efficient execution of WFP’s lifesaving emergency safety nets and integrated nutrition tracks. The incumbent will be responsible for leading field-level programme activities, providing direct technical support to partners, and ensuring that all operations achieve WFP’s strategic and policy objectives through close collaboration with internal units and external humanitarian stakeholders.
KEY ACCOUNTABILITIES:
Under the direct supervision of the Head of Programme, the National Programme Officer (NOB) will lead and execute the following core field accountabilities:
Operational Programme Management & Modality Execution
•
Manage and supervise the day-to-day implementation of emergency food assistance, nutrition interventions, livelihoods, school feeding, and shock-responsive safety net programs under the Mukalla Field Office footprint, ensuring all deliveries align with the approved Field Office Operational Plan.
•
Lead the review, technical appraisal, and validation of local field proposals, operational targets, and Field Level Agreements (FLAs), ensuring perfect synchronization with WFP’s corporate standards and protection criteria.
•
Monitor the contextual viability of both In-Kind and Cash-Based Transfer (CBT) systems across Mukalla’s markets, tracking financial service provider (FSP) capacities and clearing localized distribution blocks promptly.
Operational Information Management, Reporting & Donor Missions
•
Lead the compilation, verification, and drafting of all internal and external field reports, including donor updates, input notes for corporate Situation Reports (SitReps), and Country Brief entries.
•
Review, check, and systematically audit monthly distribution invoices, commodity ledgers, and narrative project reports submitted by Cooperating Partners (CPs). Ensure absolute data integrity and reconciliation before clearing documents for final system entry.
•
Support the Head of Field Office in preparing strategic logistics, safety protocols, and detailed site briefs for visiting international donor delegations or senior internal monitoring missions.
•
Continuous CP mapping; with SWAT analysis.
Team Leadership, Capacity Strengthening & Partner Governance
•
Direct, mentor, and evaluate the performance of junior national staff and monitoring assistants, cultivating a highly collaborative, inclusive, and top-performing field team.
•
Maintain professional, routine working-level relationships with local line ministries, humanitarian partners, international NGOs, and community leaders to share real-time context data and prevent duplication of food assistance activities.
•
Act as Head of Programme Officer-in-Charge when formally designated.
•
Support the Head of Field Office and Head of Programme with contextual, policy, and operational analysis.
•
Represent the Field Office in relevant Country Office programme meetings, as delegated.
•
Contribute to programme strategies, concept notes, proposals, and identification of new programme and partnership opportunities.
•
Coordinate with Supply Chain, monitoring, vulnerability analysis, targeting, and registration functions.
•
Lead/ contribute to weekly Field Office situation reporting and follow-up on monitoring findings.
•
Strengthening the capacity of cooperating partners and government counterparts.
•
Communication; Work on retelling/repackaging the story of Mukalla FO, showcasing strengths and opportunities.
Monitoring, Digital Identity & Accountability to Affected Populations (AAP)
•
Oversee the scheduling of routine field verification missions to final distribution points (FDPs) and storage warehouses to audit food quality, verify physical safety conditions, and collect direct beneficiary feedback.
•
Coordinate the tracking of field bottlenecks and complaints flagged through WFP’s centralized Call Center, guiding the Field Office team in compiling field evidence to resolve open cases and complaints within established corporate timelines.
•
Direct and track field-level digitalization efforts, providing day-to-day operational support to partners executing household retargeting exercises, digital registry validation, and biometric SCOPE registration workflows.
DELIVERABLES AT THE END OF THE CONTRACT
•
Mukalla Field Office Distribution Targets Achieved: Successful, timely execution of all emergency safety net cycles under the Mukalla footprint, fully verified through clean CP distributions and reconciled food ledgers.
•
CP Performance Audits Concluded: Fully audited and validated monthly narrative and quantitative reports for all active FLAs in the Mukalla sector completed on time.
•
Donor Briefing Portfolios Delivered: High-quality, context-specific site briefs, progress summaries, and data visualizations packaged for international mission delegations.
•
Call Center Case Registry Closed: Systematized tracking and documented resolution of all localized complaints and field bottlenecks logged under the field office’s area of responsibility.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University Degree (Master’s or equivalent) in International Relations, Social Sciences, Business Administration, Economics, Development Studies, or a related academic area with a minimum of three (3) years of relevant professional experience. Alternatively, a First University Degree (Bachelor’s) combined with a minimum of five (5) years of progressively responsible professional experience in humanitarian/development program execution
Experience Profile
Knowledge & Technical Competencies:
•
Demonstrated experience in managing complex, multi-modality humanitarian operations (In-Kind and CBT), field operations management, or emergency food assistance support.
•
Proven track record in partner management, including reviewing legal partnership agreements, auditing financial/narrative reports, and managing compliance loops.
•
Direct experience supervising, mentoring, and leading national staff teams or field monitoring networks in high-risk or volatile settings.
•
Strong knowledge of UN/WFP system policies, program rules, field monitoring frameworks, and risk management guidelines.
•
Familiarity with digital identity management systems (biometric SCOPE registration workflows), Accountability to Affected Populations (AAP) protocols, and gender/protection mainstreaming in emergencies.
•
Excellent report-writing and analytical skills, with a proven ability to synthesize complex field data into clear technical briefs.
•
IT profeciency
Languages:
English-Arabic.
