About the role
The Vice-President, Capital Markets Resource Optimization is responsible for setting the strategic direction for the allocation, optimization, and deployment of financial and human resources across Capital Markets. The role is focused on designing and leading the quantitative analytics, optimization models, governance frameworks, and strategic decision processes that support a unified client coverage model across lines of business, industry segments, and regions.
This executive provides enterprise-level leadership in developing the analytical models, scenarios, and strategic resource allocation methodologies that enable disciplined growth, capital efficiency, and informed investment decisions. This leader oversees the frameworks used to optimize liquidity, funding, capital deployment, and workforce allocation, with the objective of maximizing return on equity (ROE), return on investment (ROI), and overall business performance. The role acts as a key strategic advisor to senior leadership, influencing business growth, client strategy, capital markets priorities, and long-term resource planning.

What You’ll be Doing
Resource Allocation, Forecasting & Decision Support:
•
Lead the development of quantitative analytics, optimization models, and strategic frameworks for allocating financial and human resources across Capital Markets.
•
Design and evolve resource allocation methodologies that support a unified and highly connected client coverage strategy across lines of business, industry segments, and regions.
•
Define and assess capital allocation trade-offs across growth investments, technology and transformation initiatives, and workforce expansion or contraction using robust analytical and optimization frameworks.
•
Monitor competitor activity, market conditions, and regulatory developments, and translate those insights into strategic implications, modeling assumptions, and resource allocation recommendations for senior stakeholders.
•
Drive the creation of decision-support capabilities that enable the business to evaluate alternatives, test scenarios, and prioritize actions with greater speed, rigor, and transparency.
•
Establish and oversee analytical tools, forecasting approaches, and scenario models to support business growth, capital markets activities, and strategic resource planning.
•
Build and enhance optimization frameworks that improve resource utilization, productivity, effectiveness, and overall business performance.
•
Develop and govern performance measurement frameworks, KPIs, and analytics dashboards to assess resource effectiveness, business outcomes, and strategic trade-offs.
•
Identify and implement enhanced quantitative allocation and optimization methodologies to improve ROE, ROI, capital efficiency, and decision quality.
Strategic Advisory, Direction & Oversight:
•
Provide strategic leadership on liquidity, funding, and balance sheet optimization frameworks, ensuring alignment with enterprise objectives and business strategy.
•
Lead the design of capital recycling strategies and portfolio optimization approaches to improve capital deployment and enhance returns.
•
Deliver strategic insights, modeling outputs, and executive recommendations to senior leadership on investment priorities, resource trade-offs, and growth opportunities.
•
Support the development of strategic direction through advanced analytics on capacity, profitability, client segmentation, investment decisions, and business performance.
•
Lead strategic discussions related to the client coverage model, resource allocation frameworks, and prioritization methodologies at the Global Deals Committee, Capital Markets Resource Allocation Committee, and SCR/Focus client determination forums.
•
Lead the development of the 5-year strategic financial, client, and workforce roadmap for Capital Markets, supported by quantitative modeling, scenario analysis, and long-range planning assumptions.
Stakeholder Management:
•
Partner with business leaders to translate growth priorities, market opportunities, and enterprise constraints into data-driven allocation strategies and decision models.
•
Collaborate with Finance, Treasury, Business Management, Risk, and Front Office stakeholders to create integrated planning models and governance processes that support coordinated decision-making.
•
Act as the key liaison with Credit Risk, Liquidity Risk, and Treasury to shape limits frameworks, balance sheet allocation approaches, and fund transfer pricing methodologies across assets and liabilities to incentivize balanced growth and alignment with strategic objectives.
Leadership & Development:
•
Provide leadership in moving the function from transactional support toward a strategic center of excellence in quantitative resource management, optimization, and portfolio decision-making.
What We’re Looking For
•
Significant leadership experience in financial resource management, capital markets, finance, treasury, business management, or strategic planning.
•
In-depth understanding of the various financial resources required by Capital Markets along with an in-depth understanding of the regulatory framework.
•
Strong understanding of capital markets businesses, client coverage models, and resource deployment across complex organizations.
•
Experience in capital allocation, liquidity management, funding strategy, and performance measurement.
•
Demonstrated ability to lead cross-functional initiatives across business lines, segments, and geographies.
•
Strong commercial acumen with the ability to connect resource planning decisions to business growth and profitability.
•
Proven experience influencing senior stakeholders and driving strategic decisions in a fast-paced environment.
•
Strong analytical and financial modeling capabilities, with the ability to translate complex information into actionable business recommendations.
•
University degree required with a minimum of fifteen years’ experience in a trading and resource optimization including: experience managing multiple teams, working in multiple jurisdictions (North American, Asian and European markets) with an in-depth understanding of global tax, legal and regulatory environments and familiarity with various finance structures, including but not limited to repurchase agreements, total return swaps, bond forwards, warehouse lending and structured credit loan facilities, structuring, syndication and securitization of relevant debt products.
