The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon’s consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers’ compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Workers’ Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers’ compensation system.
This position is represented by the Service Employees International Union (SEIU).

This position is eligible to telework on a full-time basis once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.
Here’s what you will do:
As a Field Investigator, you will conduct investigations to determine employer compliance with workers’ compensation coverage requirements and the subjectivity of injured workers. Through the gathering and analysis of information and the interpretation of workers’ compensation laws, rules, and policies, you will issue proposed orders and impose sanctions for noncomplying employers. You will also provide technical assistance to regulated employers to educate and increase awareness of the need for workers’ compensation coverage.

Here’s what you need to qualify:
Minimum Qualifications:
•
Four years of experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.
Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
Requested Skills:
•
Expert communication skills, including the ability to diffuse hostile situations
•
Expert proficiency in writing reports, proposed orders, and subpoenas
•
Ability to work independently and manage work efficiently
•
Preference may be given to individuals with strong knowledge of the principles, theories, and experience conducting comprehensive investigations
•
Preference may be given to individuals familiar with workers’ compensation laws, relevant case law, and previous experience utilizing Oregon Revised Statutes and applying them appropriately

Additional information:

Per the Pay Equity Law passed in 2017, an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered. The assessment will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
•
The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
•
The successful candidate must have a valid driver’s license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.
•
This position is subject to a fingerprint background check for any convictions directly related to its duties and responsibilities. Only job-related convictions will be considered and will not automatically disqualify the candidate.
