About the role
Parsons is looking for an experienced lead to take on The Engineer role. In this position, you will act as The Engineer under the applicable FIDIC contract conditions and provide professional leadership across the Master Development Unit Projects portfolio. You will be responsible for administering the contract fairly and effectively, ensuring that all works are delivered in accordance with the contractual, technical, quality, schedule, cost and performance requirements under the Delivery Partner agreement. You will lead contract administration, technical coordination, payment certification, change management, claims assessment, risk management and project close-out activities.
What You’ll Be Doing
•
Act as the Engineer in accordance with the applicable FIDIC contract conditions, Client requirements and delegated authority.
•
Administer FIDIC-based contracts, including the Red, Yellow and Silver Books, together with project-specific amendments and Particular Conditions.
•
Provide impartial and timely contract administration throughout the design and construction lifecycle.
•
Ensure the Employer’s and Contractor’s obligations are clearly defined, monitored and effectively managed.
•
Review and issue contractual notices, instructions, determinations, certifications and other contract communications.
•
Coordinate the review and approval of Contractor submissions, including design deliverables, construction methodologies, programmes, work plans and technical proposals.
•
Monitor the Contractor’s performance against contractual, technical, quality, safety, environmental, schedule and cost requirements.
•
Oversee the administration and evaluation of variations, extensions of time, acceleration proposals, delays, disruption, suspension and other changes.
•
Assess and determine Contractor claims and Employer entitlements in accordance with the contract.
•
Lead the preparation of contractual position papers, delay and disruption assessments, entitlement reviews and supporting recommendations.
•
Review and certify interim payment applications, progress valuations, retention releases, advances, deductions and final accounts.
•
Ensure that payment certifications are supported by accurate progress measurement, approved records and appropriate contractual substantiation.
•
Implement controls to prevent overpayment, unsupported claims, unauthorized commitments and non-compliant changes.
•
Coordinate with Project Controls, Commercial, Design, Construction, Quality and Document Control teams to align contractual, schedule, cost, risk and technical information.
•
Monitor the status of design development, construction coordination, approvals, interfaces and project deliverables.
•
Maintain effective records of instructions, notices, approvals, determinations, claims, variations, payments and other contractual matters.
•
Oversee the contract risk register and ensure that emerging contractual, commercial, technical and delivery risks are identified and addressed.
•
Support the resolution of disputes through negotiation, escalation, dispute avoidance and formal dispute resolution procedures where required.
•
Participate in progress meetings, executive reviews, governance boards, steering committees and coordination workshops.
•
Serve as the senior contractual and technical point of contact for the Client, Delivery Partner, Contractors, consultants and key stakeholders.
•
Promote compliance with applicable laws, regulations, Client procedures, quality standards and professional codes of conduct.
•
Lead, mentor and develop a multidisciplinary Engineer’s team, fostering collaboration, accountability and continuous improvement.
•
Support contract close-out, including completion certification, defects management, final account settlement, release of securities and archiving of project records.
What Required Skills You’ll Bring
•
Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, Law or a related discipline.
•
15 years of progressive experience in the administration and delivery of major construction, infrastructure or mixed-use development projects.
•
Extensive experience working as an Engineer, Project Manager, Resident Engineer, PMC representative, Delivery Partner representative or senior consultant.
•
Strong experience administering FIDIC-based contracts in a Client, Engineer, PMC, Delivery Partner or consultancy environment.
•
Deep knowledge of FIDIC contract forms, including the Red, Yellow and Silver Books, associated conditions of contract and bespoke amendments.
•
Proven experience in contract administration, variations, claims, extensions of time, delay analysis, disruption, payment certification and final accounts.
•
Demonstrated ability to make fair, reasoned and contractually compliant assessments and determinations.
•
Strong understanding of design management, construction supervision, technical compliance, quality assurance and project delivery processes.
•
Good knowledge of project controls, including programme, cost, risk, change and performance management.
•
Experience reviewing and coordinating technical submissions, design deliverables, method statements, inspection records and project documentation.
•
Strong negotiation, communication, report-writing and stakeholder management skills.
•
Demonstrated experience leading and developing multidisciplinary project teams.
•
High standards of integrity, impartiality, confidentiality and professional judgement.
•
Proficiency in contract management systems, document control platforms, Microsoft Office and project reporting tools.
•
Professional registration, chartership or relevant FIDIC training/certification is preferred.
