•Develops, implements and maintains the project QHSE Management Plan, procedures and governance framework, aligned to ISO 9001, ISO 14001 and ISO 45001 and to client and regulatory requirements.
•Reviews and approves contractor QHSE plans, Inspection and Test Plans (ITPs), method statements, risk assessments and environmental management plans prior to works commencing.
•Provides QHSE oversight of high-risk pipeline activities, including deep excavations, trenching, lifting operations, pipe stringing and welding, hydrotesting, confined space entry, crossings and tie-ins to live infrastructure.
•Leads site inspections, audits and surveillance of contractors, verifying compliance with QHSE requirements and driving the timely close-out of non-conformances (NCRs) and corrective actions.
•Oversees quality assurance and control of pipeline materials and works, including material inspections, welding and coating quality, NDT, pressure testing and as-built verification.
•Leads incident reporting, investigation and root cause analysis, ensuring lessons learned are shared and preventive actions are implemented across the project.
•Manages environmental compliance, including permits, waste management, dust and noise control, dewatering, ecological and archaeological protection, and site reinstatement.
•Drives road safety, fatigue management and journey management across the long linear worksite, including traffic management at road crossings and haul routes.
•Monitors, analyses and reports QHSE performance (leading and lagging KPIs) to the Project Director and senior management, with clear recommendations for improvement.
•Promotes a strong safety and quality culture through leadership engagement, campaigns, toolbox talks, inductions and recognition initiatives.
•Ensures emergency response, medical and evacuation arrangements are in place and tested across remote pipeline locations.
•Supports testing, commissioning and handover, ensuring QHSE and quality documentation is complete and accepted for project close-out
