Job Description
The Deputy Chief Information Officer (Technology) serves as BCIT’s senior technical executive, responsible for leading the City’s enterprise technology environment across Applications, Information Security, Infrastructure, Public Safety Services & Emergency Communications, and Digital Services. This role supports the CIO by providing strategic direction, establishing enterprise architecture and cybersecurity governance, and ensuring the reliability, security, and modernization of all major technology platforms. The Deputy CIO (Technology) oversees mission‑critical systems, guides major capital and operating investments, leads technical succession planning, and ensures technology initiatives align with citywide priorities and resident‑focused service delivery. This position is essential to maintaining a secure, modern, and resilient technology foundation for Baltimore City.
About the Opportunity
The Baltimore City Office of Information & Technology (BCIT) is seeking a seasoned technology executive to serve as its Deputy Chief Information Officer (Technology). Reporting directly to the Chief Information Officer, the Deputy CIO (Technology) serves as the senior technical executive of BCIT and is the CIO’s principal deputy for the design, delivery, security, and reliability of the City’s technology environment.
In this role, the Deputy CIO (Technology) provides unified leadership across BCIT’s technology portfolio, spanning Applications, Information Security, Infrastructure, Public Safety Services & Emergency Communications, and Digital Services. The Deputy CIO (Technology) is responsible for integrating these functions into a secure, modern, and highly reliable technology platform that supports the daily operations of Baltimore City government and the delivery of resident-facing services.
This leader will bring both deep technical expertise and strong executive judgment to ensure BCIT’s technology divisions operate with excellence, security, and resilience while aligning every function to BCIT’s mission, values, and citywide priorities set by Mayor Brandon Scott.
Essential Functions
Executive Leadership & Deputy CIO Functions
•
Serve as the CIO’s principal technology deputy, acting on behalf of the CIO in their absence and representing BCIT in interagency, mayoral, and public-facing engagements as directed.
•
Provide unified strategic and operational leadership across all divisions reporting to this role, including Applications, Information Security, Infrastructure, Public Safety Services & Emergency Communications, and Digital Services.
•
Translate the CIO’s strategic direction into technical architecture, engineering standards, and measurable performance targets across the Technology portfolio.
•
Serve as a senior member of BCIT’s executive leadership team, contributing to agencywide strategy, culture, and organizational effectiveness.
•
Champion a culture of security-mindedness, engineering excellence, continuous improvement, and inclusive leadership across all supervised divisions.
•
Represent BCIT before the City Council, oversight bodies, and mayoral leadership as directed—including participating in budget hearings, responding to audit findings, and briefing legislative committees on technology and cybersecurity matters.
Enterprise Architecture, Technology Strategy & Governance
•
Collaborate with the CIO and Deputy CIO (Operations) to develop and execute BCIT’s strategic plan and technology roadmap.
•
Establish and maintain enterprise architecture standards and technology governance frameworks that ensure consistency, interoperability, and security across all Technology divisions.
•
Evaluate emerging technologies and technical directions, advising the CIO on investments that position the City to modernize services and improve operational effectiveness.
•
Serve as a key participant in the IT Citywide Governance Committee, providing technical guidance on enterprise-wide technology initiatives and standards.
•
Partner with the Deputy CIO (Operations) to ensure technology projects managed through the EPMO are properly coordinated with infrastructure, security, and application delivery functions.
Succession Planning & Organizational Resilience
•
Lead succession planning efforts across the Technology portfolio—identifying high-potential talent, building technical leadership pipelines, and ensuring each division has depth to sustain operations through transitions.
•
Partner with the Chief of IT Human Capital to develop structured leadership development programs, technical mentoring initiatives, and career progression pathways that retain talent and build organizational resilience.
•
Ensure continuity of operations across all supervised divisions by establishing documented escalation paths, cross-training protocols, and interim leadership arrangements.
Fiscal & Resource Stewardship
•
Provide oversight of the Technology portfolio’s combined operating and capital budgets, ensuring responsible stewardship of City resources, compliance with financial controls, and alignment with approved appropriations.
•
Review and approve capital budget proposals and major procurement actions from supervised divisions, including technology and infrastructure investments.
•
Identify and implement cost efficiencies and shared-service opportunities across the technology portfolio.
•
Ensure all vendor and contract governance within the Technology portfolio meets BCIT’s standards for performance, compliance, and value—including proactive oversight of contract renewals, SLAs, and third-party risk.
The Deputy Director (Technology) will provide executive oversight of BCIT divisions within their portfolio, ensuring the City’s technology stack is modern, secure, well-governed, and aligned with agency and citywide strategic priorities. Specific division oversight includes:
Applications & Enterprise Systems
•
Ensure rigorous application rationalization, software vendor management, and licensing compliance practices are applied consistently across the enterprise application portfolio.
•
Oversee governance of AI-powered features embedded within enterprise applications, ensuring adoption aligns with City policy, ethical guidelines, privacy requirements, and risk tolerance.
•
Ensure mission-critical applications maintain documented Recovery Time and Recovery Point Objectives, with business continuity plans coordinated across infrastructure and security functions.
Information Security & Cybersecurity
•
Partner with the Chief Information Security Officer to develop, maintain, and enforce citywide cybersecurity policies, standards, and practices—including identity and access management, vulnerability management, security operations, and IT audit & governance.
•
Direct the development and testing of disaster recovery plans, ensuring rapid containment and recovery in the event of a security incident.
•
Ensure security requirements are embedded into procurement, vendor management, and application and infrastructure lifecycle decisions across the Technology portfolio.
Infrastructure & End-User Technology
•
Maintain enterprise network engineering, data center and systems engineering, and collaboration platforms (e.g., Microsoft 365) that support the City’s workforce.
•
Ensure end-user support functions—including the service desk, end-user engineering, and PC refresh programs—deliver timely, high-quality technical support to City employees across all agencies.
•
Establish and monitor infrastructure performance and availability standards, ensuring critical systems meet uptime, capacity, and resilience requirements.
Public Safety Services & Emergency Communications
•
Ensure public safety and emergency communications systems meet the heightened availability, redundancy, and security requirements demanded by police, fire, and emergency response operations.
•
Partner with public safety agency leadership to align technology investments and system upgrades with operational and emergency preparedness needs.
Digital Services
•
Champion the continued modernization of the City’s digital front door, using data and resident feedback to guide prioritization and continuous improvement.
•
Ensure Digital Services collaborates closely with Applications, Infrastructure, and Information Security to ensure digital platforms are secure, performant, and well-integrated with enterprise systems.
•
Partner with the Deputy CIO (Operations) and IT Portfolio Management to ensure digital service delivery strategies remain aligned with agency-wide technology roadmaps and resident experience goals.
Minimum Qualifications
Education: Bachelor’s degree in Computer Science, Information Technology, Computer Engineering, or a related discipline from an accredited institution. Master’s degree strongly preferred.
AND
Experience: Have then (10) + years of progressive technology leadership experience, including demonstrated experience managing multiple complex technical functions—such as applications, infrastructure, cybersecurity, or digital services—at a senior executive level. At least 5 years of supervisory experience managing senior managers or directors, including performance evaluation, disciplinary action, and hiring/promotion recommendations. Demonstrated experience overseeing large-scale technology budgets, including capital and operating budget planning, procurement oversight, and financial controls management. Demonstrated experience overseeing or working closely with cybersecurity, enterprise architecture, or infrastructure functions, including governance, risk management, and standards enforcement. Experience overseeing systems supporting public safety, emergency communications, or other mission-critical, high-availability operations is strongly preferred. Demonstrated experience leading enterprise application, infrastructure, or digital modernization initiatives in a complex organization. Experience in a government or large public-sector institution preferred

Knowledge, Skills, and Abilities
•
Exceptional executive leadership and technical management skills, with a proven ability to lead multiple complex technology divisions simultaneously.
•
Deep technical fluency across enterprise applications, cybersecurity, network and systems infrastructure, and digital service delivery, with the ability to engage credibly with engineers and executives alike.
•
Strong knowledge of cybersecurity governance, including identity and access management, vulnerability management, security operations, and incident response practices.
•
Strong working knowledge of enterprise architecture, application rationalization, and IT portfolio governance, including the ability to evaluate technical roadmaps and enforce standards across a diverse technology environment.
•
Experience overseeing mission-critical, high-availability systems—particularly those supporting public safety and emergency communications—with an understanding of the heightened resilience and security requirements involved.
•
Strong people leadership skills—able to develop, inspire, coach, and hold accountable a diverse team of senior technical managers and directors; demonstrated commitment to succession planning and building leadership depth.
•
Excellent verbal and written communication skills, with the ability to translate complex technical matters for non-technical leadership such as elected officials, City Council, oversight bodies, agency executives, and the public.
•
Demonstrated ability to manage organizational change at a senior executive level, including building buy-in, navigating political complexity, and sustaining momentum through technology transitions.
•
Strong fiscal and contract management acumen, including experience overseeing large-scale technology budgets and complex vendor relationships across multiple divisions.
•
Experience identifying and managing enterprise technology and cybersecurity risk, with the ability to develop mitigation strategies and maintain continuity of critical systems.
•
Proven commitment to equity, inclusion, and resident-centered digital service delivery.
