Major Tasks and Responsibilities
1. Safety Culture & Leadership Develop and drive project HSE objectives and policies, led by example on site and set safety benchmarks, organize and facilitate safety meetings and observations.
2. HSE Governance & Planning Develop and maintain project HSE execution plan, emergency response plan, and HSE staffing plan to ensure full compliance with legal obligations and Covestro HSE requirements.
3. Contractor HSE Qualification & Oversight Evaluate contractor HSE qualifications and participate in tender bidding assessments to ensure only qualified contractors are engaged on the project.
4. Construction HSE Review & Risk Control Review construction feasibility studies, construction method statements, and Job Hazard Analyses (JHA) to identify and mitigate HSE risks prior to construction activities.
5. HSE Training & Capability Building Collaborate HSE training to the project management team and contractors to build HSE competency and ensure awareness of applicable regulations and Covestro standards.
6. HSE Compliance Implementation Implement national, local, and Covestro HSE regulations and standards across all project phases to maintain a compliant and safe working environment.
7. HSE Performance Monitoring & Inspection Monitor overall project HSE performance, maintain HSE statistics, and organize regular HSE inspections with corrective actions tracking to drive continuous improvement.
8. Stakeholder Communication & Coordination Maintain close communication with project and construction management teams at all levels to ensure effective HSE management system operation across the GreenCore Caojing project.
9. Incident Investigation & Corrective Action Contribute to incident investigations and drive closure of corrective actions to prevent recurrence and strengthen project HSE performance.

Ensure zero major incidents throughout the full project lifecycle through systematic HSE risk management, safeguarding personnel, assets, and the environment.

Drive the development of HSE compliance systems to reduce legal and reputational risks arising from non-compliance.

Foster HSE culture and build team capabilities to enhance the overall safety awareness of the project team and achieve sustainable safety performance.

Support on-time and on-quality project delivery by preventing schedule delays and cost overruns caused by incidents.
