[What you will be working on]
We are looking for a Technical Programme Manager (TPM) to lead complex, cross-functional technical programmes across Singpass.
The role will initially have two main areas of focus:
1.
National Certification Authority (NCA): Driving the build, commissioning and transition into stable Day 2 operations.
2.
Strategic Technical Programmes: Steer initiatives such as Verifiable Digital Credentials (VDC), as well as smaller programmes that require dedicated coordination across engineering, product, policy, security, governance and external partners.
The TPM is expected to understand the technical and operational domain sufficiently to identify meaningful dependencies, surface risks early, challenge assumptions, drive decisions and bring multiple teams together around an outcome.
1. National Certification Authority
NCA is a high-assurance national trust infrastructure programme involving PKI, cryptographic hardware, on-premise infrastructure, vendors, procurement, security, compliance and operational processes.
•
Drive NCA milestones across Root CA build and commissioning, ICA and VA implementation, supporting infrastructure and transition into Day 2 operations.
•
Maintain an integrated view of timelines, dependencies, critical paths and risks across engineering and non-engineering workstreams.
•
Work closely with engineering on sprint and milestone planning, surfacing blockers and unresolved decisions early.
•
Coordinate across Engineering, Security, Governance & Risk, Assurity, Procurement, Legal, vendors and service providers.
•
Drive procurement workstreams, including requirements, RFQs, evaluations, approvals and vendor deliverables.
•
Coordinate operational readiness, i.e. runbooks, HSM and key-management processes, key ceremonies, data-centre procedures, incident processes, BCP/DR and operational vendor arrangements.
•
Coordinate internal and external audit readiness, including IM8, WebTrust, ETA and relevant internal controls.
The TPM is not the hands-on PKI engineer, but should develop enough domain understanding to recognise risks, ask the right questions and ensure the relevant experts are engaged.
2. Strategic Technical Programmes
Beyond NCA, the TPM will take on other technically complex programmes across Singpass. These may include initiatives such as Verifiable Digital Credentials (VDC), platform rollouts, security or infrastructure programmes, cross-domain integrations, or smaller initiatives that cut across multiple teams.
Depending on the programme, you may:

turn ambiguous objectives into clear outcomes, workstreams and milestones;
•
establish programme structure and ownership;
•
coordinate across engineering, product, design, policy, security and external stakeholders;
•
track risks, unblock execution and drive decisions;
•
coordinate pilot, rollout and operational-readiness activities;
•
transition programmes into steady-state ownership once delivered.
The programmes may vary significantly in size and domain.The common thread is that they require someone to operate across organisational boundaries and keep a technically complex outcome moving.
