About This Position
This position will manage the daily administration of the ASMBR Certification Division and associated certification programs to include the City of Austin’s local certifications and Federal certifications.
Job Description:
Purpose:
Under minimal direction and working independently, organize, develop, and manage core programs/projects/activities within a division of the Small and Minority Business Resource Department.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
•
Directs the programs/projects/activities of the division/section.
•
Prepares and monitors division/section budget.
•
Sets division policy and ensures division is aligned with department goals.
•
Performs economic forecasting and evaluation of division/section related programs.
•
Prepares financial summaries/reports for management review.
•
Develops/establishes goals and priorities for departmental programs.
•
Provides review of and/or prepares technical reports.
•
Conducts needs assessment studies.
•
Evaluates program operations for effectiveness and efficiency to include workforce utilization.
•
Ensures compliance with federal, state, and city codes, ordinances and regulations.
Responsibilities - Supervisor and/or Leadership Exercised:
Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal
Knowledge, Skills, and Abilities:
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Knowledge and skills in implementing the MBE/WBE Procurement Program.
•
Knowledge of MBE/WBE certification program.
•
Knowledge of MBE/WBE Compliance program.
•
Knowledge of Federal, State and Local laws.
•
Knowledge of city practice, policy, and procedures.
•
Knowledge of supervisory and managerial techniques and methods.
•
Knowledge of fiscal planning and budget preparation.
•
Knowledge of community resources available and how to use them effectively. Knowledge of municipal government operations and applicable regulations.
•
Knowledge of contract writing, negotiating techniques, contract law, bid evaluation and cost/price/value analysis.
•
Skill in oral and written communication.
•
Skill in handling multiple tasks and prioritizing.
•
Skill in using computers and related software.
•
Skill in data analysis and problem solving.
•
Skill in planning and organizing.
•
Ability to establish and maintaining good working relationships with other city employees and the public.
•
Ability to negotiate, making independent judgments.
•
Ability to resolve contractual or purchasing issues.
•
Ability to work with frequent interruptions and changes in priorities.
•
Ability to exercise good judgment, tact, and diplomacy in all public dealings.
Minimum Qualifications:
•
Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job plus (6) six years of related experience, of which two (2) years were in a supervisory or managerial capacity.
•
A Master’s Degree may substitute for required experience up to two (2) years.
•
Experience may substitute for one (1) year of the required education up to a maximum of four (4) years.

Preferred Qualifications:
•
Experience managing complex programs or projects involving multiple stakeholders, competing priorities, and measurable outcomes.
•
Experience building and maintaining collaborative partnerships with community organizations, governmental agencies, and diverse stakeholder groups.
•
Experience facilitating meetings, public engagement, and presentations for diverse audiences.
•
Experience analyzing qualitative and quantitative data to inform policy and program development.
•
Experience with mediations, conflict resolution and problem solving.

We administer the City’s Minority-Owned, Women-Owned, Small Business Enterprise, Disadvantaged Business Enterprise and Airport Concessions Disadvantaged Business Enterprise procurement programs and work to expand access, equity, and economic opportunity for local businesses.

Days/Hours:
8:00 a.m. – 5:00 p.m., Monday – Friday.
Hours may vary depending on business need. Telework opportunities are available. Employees may be required to occasionally work early mornings, after hours, weekends, and special events due to business needs.
Salary Range:

Travel:
If you are selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
