About the company
Work for the IMF. Work for the World.
About the role
This is a long-term expert (contractual) assignment based in Dar es Salaam, Tanzania, with an initial 12‑month term and the possibility of extension, typically up to three to five years, subject to performance and funding availability.
The IMF’s Monetary and Capital Markets Department (MCM), in collaboration with the IMF’s East Africa Regional Technical Assistance Center (AFRITAC East), which is based in Dar es Salaam, Tanzania, is seeking a qualified candidate for the position of Resident Monetary and Foreign Exchange Operations Advisor to deliver training and technical assistance (TA) in various aspects of central bank governance, monetary policy implementation, foreign exchange operations, and central bank liquidity backstops.
AFRITAC East supports the economic and policymaking capacity of its eight member countries (Eritrea, Ethiopia, Kenya, Malawi, Rwanda, South Sudan, Tanzania, and Uganda) as well as the East African Community (EAC), [1] by providing capacity development (CD). The selected candidate will report to MCM’s Central Bank Operations Division (MCMCO) for all technical aspects of the assignment, including the setup and management of the workplan as an integral part of the delivery of TA and training courses. For all other aspects, the selected candidate will report jointly to MCM’s Technical Assistance Strategy Division (MCMTA) and the AFRITAC East Director. The selected candidate will lead and contribute to the delivery of TA activities and training to country officials in AFRITAC East member countries and at regional events in East Africa.
The selected candidate will also work closely with other IMF and non-IMF CD providers to ensure integration of TA with training and to exploit synergies across other CD programs in AFRITAC East. He/she is also expected to contribute to the operational work, regional visibility, and sound governance of AFRITAC East.
Duties and Responsibilities
•
Delivering TA on governance, accounting and central bank financial reporting, central bank communication and transparency, monetary policy implementation and domestic market operations, FX policy implementation, FX reserve management, and FX market development, and central bank liquidity backstops for financial stability, directly and through short-term experts backstopped by the Resident Advisor.
•
Prepare medium-term workplans in collaboration with country authorities and IMF stakeholders, and prepare annual assessments taking into account of previous TA delivery and evolving circumstances;
•
Manage the administrative aspects of TA delivery in coordination with HQ technical and administrative backstoppers and other development partners including budgetary, logistical and staffing arrangements;
•
Prepare required documents before and after each mission for MCM internal review and approval, and ensure the timely transmission of final documents to beneficiary institutions;
•
Organize, conduct and facilitate workshops and/or seminars on relevant topics for member-country officials, both at the country and regional levels; some of these workshops/seminars may be organized in collaboration with other AFRITACs;
•
Liaise, as needed, with MCM, other AFRITAC East resident advisors, and other CD providers to ensure complementarity and avoid CD overlap in the support provided to member countries.
Qualifications
The successful candidate should be able to demonstrate creativity and initiative and preferably have:
· At least five years of experience working in a central bank, an in-depth understanding of international standards and good practices for monetary and foreign exchange market operations and experience implementing them at the national and/or international level.
· A graduate degree in economics, finance, accounting, or a related area.
· Strong oral and written communication skills in English.
· Strong drafting and reporting skills, with the ability to deliver high-quality CD outputs.
· Excellent interpersonal skills, and the ability to (i) work as part of a team, including short-term experts and HQ staff, (ii) maintain effective and cooperative relations with CD recipient authorities (including senior government officials), and (iii) handle sensitive and confidential issues with discretion in a multicultural environment.
· Willingness, capacity, and personal commitment to undertake significant travel within the region for in-person CD delivery.
· Proficiency in modern computer systems and applications, including AI.
Hiring process
The successful candidate would be selected based on a written test and a panel interview. Compensation and benefits will be competitive and commensurate with the successful candidate’s skills and experience.
[1] EAC countries include AFRITAC East members, DRC, Somalia, and Burundi. The missions will only cover multilateral activities (regional workshops) as bilateral engagements only cover countries that are part of AFRITAC East.
