The NC Department of Military and Veterans Affairs (DMVA) uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act (SHRA) with highly qualified individuals.

A competency is defined as a set of behaviors or duties that reflect knowledge skills, and
abilities. When a salary range is posted, the actual salary will be based on relevant
competencies, knowledge, skills, abilities, internal equity and budgetary considerations
pertinent to the advertised positions. Degrees must be received from appropriately accredited institutions. Transcripts for foreign degrees have to be evaluated by an organization like World Education Services to determine US equivalency.
