Specifically:A Teacher of Record for special education must hold a New Jersey Certificate of Eligibility (CE) or Certificate of Eligibility with Advanced Standing (CEAS) in Special Education, or a standard instructional certificate in special education. In-class support is considered a special education service under the IEP, meaning the person delivering it must be appropriately certified to do so.
(A non-certified individual cannot fulfill the role of the special education teacher providing IEP-mandated services)
