About the role
The IMF Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking an experienced and qualified expert to fill a resident macro-fiscal advisor position in Nouakchott, Islamic Republic of Mauritania.
Requirements
The position requires strong macro-fiscal analytical skills and public finance experience, with a focus on macro-fiscal forecasting and modelling, fiscal risk analysis, and macro-fiscal policy analysis.
Responsibilities
The advisor will provide capacity development support to staff of the Ministry of Finance, particularly the Macro-Fiscal Unit (MFU). The advisor will provide hands-on support and training to strengthen macro-fiscal forecasting and modelling, fiscal risk analysis, and the integration of macro-fiscal analysis into budget preparation and fiscal policy. The advisor will also support improvements in macro-fiscal reporting and communication.
The advisor will be expected to work proactively with MFU staff and other relevant counterparts to identify capacity development needs and priorities. Working with staff from IMF headquarters, the advisor will also assist in coordinating and supporting complementary activities by short-term experts and coordinate, as appropriate, with development partners in Mauritania.
The advisor appointment will be for a period of one year, with the possibility of extension contingent on performance and funding availability. The advisor will report to FAD staff in Washington, DC, who will provide ongoing guidance and support.
Qualifications
Applicants should have a university degree or equivalent (at least at master’s level), preferably in economics or finance, and at least four years of relevant professional experience. Preference will be given to candidates with extensive practical experience (at least 10 years) in delivering capacity development and/or working in macro-fiscal analysis in finance ministries, central banks, or international institutions.
Candidates are expected to have strong expertise in macro-fiscal forecasting, modelling, and analysis, together with a good understanding of fiscal frameworks and their links to budget preparation and fiscal policy.
Candidates should possess excellent interpersonal and communication skills, have strong analytical, policy, and research skills, and be able to transfer technical knowledge, build and maintain effective relationships, and work collaboratively. For this position, strong oral and written French communication skills are required.
